LCD and Plasma TVs are simply TV units that have the technological components necessary for playing back an HD broadcast signal. That's it. You stick those components into a CRT (tube) TV and voila, its an HDTV too. And DLP TVs have those components, so there are HDTV DLPs. And the same can be said for the forthcoming OLED technology.

Both Plasma and LCD will give out HD programs if HD programs are sent to them.This can be over the Airwaves (Free),or cable or satellite,or a Blu-Ray CD.

HD-TV refers to the format used to transmit the information to your TV (720p, 1080i, 1080p, etc.). Plasma and LCD refer to how a TV actually displays the image so that you can see it.
