PVR = Personal Video Recorder. In this case it is the facility to record tv programmes directly onto a memory stick. All you need is a stick with a large enough capacity. 8GB will hold about 1 hour of programme.
Shove an unformatted (new) memory stick into the television's USB socket and format it according to the instructions in the handbook (depending on the make of the telly these instructions will either be crystal clear or some species of Japanese English). Don't format it on a computer - ever, even if it looks easy to do. The tv does more than do a FAT32 format, it adds important files which a computer won't do.
You can use the formatted stick to store the current programme that you are watching "live". If you get interrupted (phone call or something) then you can mark the "current place" and continue watching the programme later from the place where you left it. This is called the PVR function, sometimes known as "pause live tv". The instructions on how to do this are in the book and it will involve a couple of presses of a button on your remote.
Sometimes you can record a programme or film onto a (pre-formatted stick, see above) from a computer and then play it back on the telly after plugging it into the USB socket.
This is not like a conventional video recorder. You won't be able to record a channel while you are watching a different one.
