Higher refresh rate means more refreshes in a given period. It is measured in hertz (hz) which means actions per second (1/s). So an old 50 hz CRT (tube based tv) refreshes 50 times a second, whereas a newer 100hz refreshes the screen twice as many times. An important thing to note here is that most tv signals are still old fashioned 50 frames per second. So the newer TVs actually buffer a frame and show it twice. That doesn't change the picture quality in any way, but does a big favor to our eyes which are made to believe that this flickering screen is actually a continuous movie, which is never true, neither in case of 100hz, but much smoother with higher refresh rates. It also results in higher net brightness, which is of particular importance in case of projection TVs and projectors

It depends about which information you are talking about:

If you are talking about Hz (Hertz) on a tube TV, than YES, the higher the number the more your screen is being refreshed the less tiring for your eyes.

The screen is divided by horizontal lines and suppose you would start from top down and you give each line a number (1,2,3,4, etc..) than the refresh will refresh all the even numbers (2,4,6, etc...) and than immediately after the on even numbers (1,3,5, etc...).

The higher the number the quicker the refresh and much steady the screen will look a like.

It basically means how fast the screen is wiped or refreshed. The higher the refresh rate, the less flicker you see. If you have a really low refresh rate, it can hurt your eyes, and the flicker is much more noticeable.

A higher Refresh rate is better... It means that the screen changes more... Or refreshes the image more... Giving it a better picture...

I'm not important enough to classify stuff. I guess there is me, and everything else. Doesnt change my course of the day, if things/beings are higher or lower on any scales. I just try and be the best me I can be. The rest of the universe has to take care of itself.
