Could be.
You don't say what type of TV of Laptop you have, or where you live, but if you are in the US, your TV is nost likely NTSC, wheras the laptop might output PAL (these are 2 different TV systems used in US and Europe. Check the setting menus on your TV and the configuration of your graphics card and check that you are connecting like to like...
