The other night I was watching TV then the program flickers then blank screen, then a test pattern with a high pitch noise for about 3 minutes then resumes normal programming. Is it just problems with the tv station sending a signal?

It could have been a problem at the station. Also most local stations are required to have an emergency set up that they can use should all the networks go down and they need to broadcast emergency information. They are required to test that system every few weeks. That may well have been a test of that system. But as none of us saw it we can only guess.

that pattern is a default that the transmitting facilities go to when the signal fails,the tech on duty likely doing other studio duties with sound down & only a pic he suddenly sees out of the corner of his eye,the test pattern colors,he has to get on it and repair what went blank.
some tv outlets shut down at night,and the color bar is automatically triggered at shut down.

when the input video of the transmitter cut off ... a test pattern will be connected by the operator or automatically
it is a scale for checking the RGB colors on your tv ... which one was faded?
or look at the WHITE bar (left)... was it pure or mixed with other color?

yes, that's what they transmit when they DON'T have a program on late a night, most NEVER turn their transmitter OFF, it runs 24/7 .............
