no live means it is not prerecorded. has nothing to do with how smooth its running at your neck of the woods.

You are getting a couple of things mixed up..... The 7 second delay as you call it is deliberatly added to shows where there may be some confrontation or bad language in order that it can be caught and bleeped. Thanks to transmission delays and stuff though by the time the signal gets to your TV it's signigicantly more than 7 seconds (unless it's local content from a transmitter based at the studios).
If you are talking about "live sporting" events, then it gets more complex, as the signals usually take a very indirect route via satelite. Satelites don't just reflect signals they recieve them and then have to re-transmit them (more delay, plus the added signal distance delay (though that is only a second or so).
So are there any other delays? Yup there's one more significant delay, but you can't see it in action any more! Before they turned off the analogue broadcasts; if you stood a digital TV next to an analoge one you'd have seen that the digital TV was upto 3 or 4 seconds behind the analogue one! That delay (it's less now but still there) comes from the encoding of the content into a digital signal ready for broadcast. It used to tak so long because it was done "on the fly" (where now it's already at an intermediary format) to a very high quality that can be sent at a pretty constant bit rate! *If you've ever tried encoding video on your PC you'll know how long it takes to do in order to get the size down while maintaining quality!

Actually, you can never watch anything live since it takes time for the light to reach your eye and for your brain to process it.

I wouldn't say it is a lie. I mean it is given, what if they have to filter something terrible before you see it. That just being one of the reasons in my opinion. Plus anything live is going to have some sort of delay to it because of bandwidth.

1- it is because of transmigration ...uplink anf downlink satellite ..a too long distance ..
some electronic amplifiers and filters have a delay time to response...
2- in some countries they create a delay time to hunt and cut some pictures in this period.. and use a pattern instead of it .. a sort of censoring ..
