It seems that each channel on my cable is a different volume level and it is very annyoing to change channel and some are very soft and some are very loud. Its annoying.

Oh they do....but not very well.....
The audio limiters used to level out the sound, turn down the volume by storing the audio energy in a capacitor.....and it takes a 10 second sample of energy to properly level it out....so it takes 10 seconds for the circuit to start working.....
I could get into more details about it, but it becomes rather technical.....

No television is going to balance the volume throughout all the channels. Having digital cable, I experience that same thing. As far as I know, each station differs in volume. Sometimes programs and commercials drastically differ in volume also. I've watched a program one time at a fairly low volume and all of a sudden it blasts loudly when a commercial comes on. I don't know if that happens to you at all. It is annoying I know, but good thing television sets come with remotes. I hope that answers your question at least somewhat.

Most new Sony TVs has a feature in Audio Setup called " Auto Sound Leveler" or "Steady Sound".Just put it 'On'
